Uttar Pradesh Outsource Sewa Nigam (UPCOS) is a newly established State-level entity of the Government of Uttar Pradesh, envisioned as a centralized, single-window organization for all manpower procurement and management across departments, divisions, and districts. UPCOS will act as an aggregator, facilitator, and monitoring body between government offices, empaneled vendors, and job seekers, ensuring transparent, compliant, and accountable manpower deployment. By unifying fragmented hiring, attendance, payroll, and statutory compliance processes under one digital platform, UPCOS aims to standardize practices, reduce manual dependency, and strengthen governance through real-time data and audit-ready records. The Nigam will also streamline vendor empanelment, performance tracking, grievance redressal, and feedback mechanisms, fostering a professional and service-oriented workforce ecosystem across the state.

The UP Corporation for Outsourcing(UPCOS) portal will serve as the official digital interface for all stakeholders, offering a unified experience for departments, vendors, employees, and administrators. It will document UPCOS’s mandate, policies, and operational guidelines, and provide seamless access to online services, including manpower requisition, candidate management, appointment, compliance, and reporting. Through integration with external systems such as Sewayojan, EPF, ESIC, DDO, and SMS/email gateways, UPCOS will ensure legal and financial compliance while enhancing transparency and user convenience. A dedicated Project Management Unit (PMU) will be deployed post-go-live to support continuous operations, user training, and system maintenance, reinforcing UPCOS’s role as a robust, future-ready manpower management authority.
