Empanelment Process:

The interested vendor has to follow the process detailed below:

Invitation for Empanelment

Applications are invited through official notifications/advertisements for eligible vendors, agencies, and service providers.

Submission of Application

Interested vendor submit the prescribed application form along with required documents

Technical Evaluation

Applications are evaluated based on technical capability, Relevant experience, financial strength, Past performance, Infrastructure and manpower availability

Verification of Documents

Submitted documents and credentials are verified by the competent authority.

Approval & Empanelment

Eligible vendors are approved and empanelled for specified categories/services as per UPCOS norms.

Issuance of Empanelment Letter

Selected vendors are issued empanelment confirmation with applicable terms and conditions.

Performance Monitoring

Empanelled vendors are subject to periodic review based on service quality, compliance, and performance standards.

Responsibility of the Outsourcing Agency

  • The outsourcing agency shall, in all circumstances, ensure the payment of salaries to outsourced personnel by the 5th of every month.
  • The outsourcing agency shall ensure that EPF and ESIC accounts are opened for old/new outsourced personnel whose EPF and ESIC accounts have not yet been opened, and the respective amounts are deposited into the personnel’s accounts.
  • The certificate confirming the above shall be submitted to the Corporation before the 10th of every month. Thereafter, the Corporation shall make the payment of the commission amount to the outsourcing agency.

Agency Onboarding on the UPCOS Portal After Empanelment

Under the UPCOS platform, the empanelled outsourcing agencies shall be onboarded onto the UPCOS portal by the Admin and allocated against the departmental requirements in accordance with the prescribed guidelines.
