Functions:

  1. Transparent Recruitment
    Ensures that all skilled, semi-skilled, and unskilled manpower is provided to government departments through a transparent and highly regulated process rather than exploitative private contracts.
  2. Mandatory Reservations
    Enforces state reservation policies across all outsourced appointments to guarantee equitable opportunities for SCs, STs, OBCs, EWS, women, Divyangjan, and ex-servicemen.
  3. Timely & Direct Payments
    Supervises the deposit of workers' wages, EPF, and ESIC contributions directly into their bank accounts by the 5th of every month.
  4. Worker Welfare
    Ensures outsourced personnel receive essential benefits like medical facilities, maternity leave, and accident insurance.
  5. Agency Accountability
    Enforces a three-party agreement between the respective government department, UPCOS, and the outsourcing agency, taking strict penal/legal action against agencies that violate labor rights.
  6. Job Continuity
    Provides stability by ensuring the employment of currently working outsourced staff remains uninterrupted even when new service agencies are brought on
